Role Overview
EBRD Civil Society Engagement helps manage the Bank’s reputation through facilitating the ongoing dialogue and engagement with non-governmental organisations, policy think-tanks, academic research institutes, professional associations, business development organisations and other civil society stakeholders. The Unit also helps enhance the Bank’s transparency and accountability through communicating civil society input into the Bank’s policy development via consultations and events. The Unit is also responsible for the implementation of the Gender Action Plan.
NGO Relations Adviser is responsible for project related engagement with NGOs and other civil society stakeholders, including advising bankers, environmental and social experts and clients on NGO issues and conducting frequent site visits. The Adviser is also in charge of handling project related information disclosure and correspondence and organising consultations and events at ROs and HQ.
Key Responsibilities and Deliverables
• Oversee handling of responses to project related inquiries from NGOs, local community groups and other stakeholders in coordination with relevant Bank staff and management
• In significant and complex projects, identify NGO-related project reputation risks and advise relevant staff and/or clients on best approaches – including establishing dialogue, project enhancement and defensive communication strategy - as appropriate in conjunction with relevant teams; advise and support ESD on NGO-related issues in environmental and social screening process and Public Consultations and Disclosure Plans; conduct frequent site visits
• Identify and monitor key channels of NGO influence within the Bank and shareholders;
• In cooperation with the Civil Society Adviser, plan, organise and implement the Civil Society Programme at the Annual Meeting and NGO meetings during consultation visits of the Board of Directors
• Assist relevant departments/teams in the design, organisation and implementation of stakeholders’ consultations associated with policy reviews, including PIP, ESP, PCM, Energy Policy, etc
• Monitor current and developing activities of external communities on a daily basis, including protest correspondence by advocacy and pressure groups, directed towards EBRD’s activities and operations and report as necessary
• Raise and maintain awareness and sensitivity to stakeholders’ concerns with the appropriate teams by providing advise, recommendations and training if required; encourage good practices in the Bank, while understanding and responding as appropriate to the teams’ priorities and constraints
• Monitor new trends in IFIs’ relations with external communities and report as necessary
Essential Skills, Experience & Qualifications
• At least three years of professional experience of working with NGOs and other civil society stakeholders, ideally within an international institution and/or a major bank;
• A degree from a leading university and a relevant post graduate degree (international relations, environment, business or social sciences);
• In-depth knowledge of civil society issues and key players globally and in the Bank’s region;
• Good research, analytical and drafting skills;
• Sound interpersonal, co-ordination and negotiation skills;
• Good written and spoken English and good knowledge of Russian (ideally fluency in spoken Russian) are required;
• Basic administrative skills;
• Computer Literate: Windows XP (Word, Excel, Outlook, PowerPoint)
